I have Outlook 2010 now and the rule in place to delay email send by 2 minutes is not working. Suggestions?

There could be some exceptions in place that prevent it from working. Did you import the rules from an earlier version of Outlook, I have experienced rules sometimes stop working when they are imported and require reconfirming.
